Some groups are demanding to put a taboo on this issue, which in my opinion is anti-democratic, Speaker of the Parliament, Shalva Papuashvili, said while talking about the draft law "on transparency of foreign influence" prepared by People's Power regarding the financing of non-governmental organizations.

As Papuashvili noted, both political parties and non-governmental organizations should be transparently accountable to the public.

"I have the impression that there is an attempt to put a taboo on the issue and censor it by presenting this topic from a certain perspective. In principle, it is surprising that when it comes to transparency and accountability, certain groups demand to put a taboo on this issue, which I think is inherently anti-democratic. As for the opinions that we hear, I can't touch on the technical details, I'm not sure in detail, but we also know from the conversations, and this is not a new topic, it is possible that there were sensitive topics here, but we have to look at it from the other side - trying to put a taboo on the discussion is undemocratic. In particular, when it comes to transparency and accountability, this is not a new topic for me either. I have always spoken to both non-governmental organizations and donor organizations about this, and I have said publicly several times that citizens have the right to know those people who participated in making decisions that affect people," Papuashvili said.

According to him, it is a sensitive issue and there are bad practices, but any regulation can be misused.

As for the support of the draft law, Shalva Papuashvili explains that this issue is discussed in the majority format.

"We don't even know the details of the bill. It seems that the authors also have different ideas about how the system should be arranged, therefore, in this regard, we will have a discussion among them in the format of the majority," said Papuashvili and explained that the draft law will be submitted to the Bureau on Monday.

According to him, it is a pity that the non-governmental sector lags behind the state structures in terms of transparency and accountability towards the people.

In addition, Shalva Papuashvili cited the example of the organization Shame Movement, whose financier, according to him, is unknown.

For information, according to the draft law submitted to the Parliament by People's Power deputies, "in order to ensure the transparency of foreign influence", a register of agents of foreign influence will be created, where all those non-profit legal entities and media outlets will be registered, whose incomes are financed by foreign forces for more than 20%. Let us also remind you that according to the spokesman of the US State Department, Ned Price, the draft law on non-governmental and media organizations, which involves the creation of a "register of agents of foreign influence", could potentially undermine Georgia’s Euro-Atlantic integration. According to Ned Price, "this draft legislation appears to be based on similar Russian and Hungarian legislation, not on FARA or any other American legislation".
